Block 41 Secondary Plan (OPA 50)

The Block 41 Secondary Plan is the City of Vaughan planning document that governs what can be built inside the 428-hectare North Vaughan New Community Area — approved by the Ontario Land Tribunal as OPA 50 in August 2021.

What the Secondary Plan does

A Secondary Plan is a City-level policy document that translates high-level Official Plan direction into detailed land use, road, park and infrastructure requirements for a specific area. For Block 41, the Secondary Plan sets the block structure, land use schedules, height and density envelopes, and location of parks, schools and community facilities across the entire 428-hectare community.

Once adopted and approved, its policies bind builders, staff and Council decisions on every future application inside the plan area.

The approval timeline

The Block 41 Secondary Plan moved through every layer of Ontario's planning system:

  • Pre-2019 — background land use, transportation, servicing and environmental studies plus statutory public consultation
  • October 7, 2019 — Vaughan City Council adopts the Block 41 Secondary Plan
  • January 30, 2020 — York Region approves the Secondary Plan as upper-tier municipality
  • August 18, 2021 — Ontario Land Tribunal issues final approval as Official Plan Amendment 50 (OPA 50)
  • Ontario Regulation 644/20 — defines permitted uses across ~178 ha (~440 acres) of the plan area

Land uses permitted under OPA 50

OPA 50 and O. Reg. 644/20 together permit four broad building categories, plus supporting institutional, park and infrastructure uses:

  • Low-rise residential
  • Low-rise mixed-use
  • Mid-rise residential
  • Mid-rise mixed-use

What this means for buyers

Because Block 41 is governed by an adopted Secondary Plan and an OLT-approved amendment, the community framework — road network, parks, schools, community centre, library, mixed-use core — is fixed by policy rather than left to individual builders. Individual builders shape their own architecture and floor plans, but they build inside the framework OPA 50 established.
